NGFS change propositions up for playtesting by Battlefront

Basically has two changes for testing, and they ask people to play 'rigged' games, where the NGFS list shouldn't have chance and so on.

1. Single roll to range in
2. Max AT5 FP2+ for all NGFS.

Anyway, in my book it's good news.
